Examination (Assessment) Measures for Professional Titles of Chinese Medicine Enters
a Brand-new Chapter
国际中医药考试与评审，是世界中医药学会联合会（以下简称世界中联）依据学会章程与有关部门授权，依法开展的重要工作项目之一。
World Examination (Assessment) of
Chinese Medicine is one of the important working items stipulated in the
Constitutions of World Federation of Chinese Medicine Societies (hereinafter
referred to as WFCMS) and authorized by relevant governmental department.
在8年国际中医师、针灸师资格（水平）考试的基础上，依据国际需求，2010年世界中联汇集了20多个国家相关专家的意见，从前瞻性地引领和规范国际中医医师管理的视角，组织制定并颁布了《国际中医医师专业技术职称分级标准》（以下简称《分级标准》），首次以标准的形式，对各级医师的专业知识与临床技能提出了相关要求。
Based on eight years of experience
in organizing world qualification examination of Chinese medicine doctors and
acupuncturists, and after collecting suggestions from experts of over 20
countries in 2010, WFCMS formulated and released the World Classification
Standard for Professional Titles of Chinese Medicine Doctors (hereinafter
referred to as Classification Standard), stipulating for the first time in
forms of standard requirements for expertise and clinical skills of doctors of
various levels, in order to regulate the management of doctors of Chinese medicine
around the world.
依据《分级标准》，2011年4月，经世界中联第二届第八次理事会与第七次监事会论证通过，世界中联颁布了《国际中医药专业技术职称考试（评审）管理办法》（以下简称《管理办》）。首次构建了覆盖中医、中药、护理、教师、药师、科研等专业的国际中医药专业技术职称框架结构。
Based on the Classification
Standard, WFCMS formulated and passed on the eights session of second council
and seventh session of supervisory council in April 2011 World Examination
(Assessment) Measures for Professional Titles of Chinese Medicine(hereinafter
referred to as Measures), setting up for the first time the framework of world
professional titles of Chinese medicine covering such areas as Chinese
medicine, Chinese materia medica, nursing, teaching, and research, etc.
依据《管理办法》，2011年8月8日，世界中联颁布了以下三个最新的试行文件。
（一）《国际中医专业技术职称考试（评审）实施方案》；
（二）《国际中医教师专业技术职称考试（评审）实施方案》；
（三）《国际西学中医师高级职称评审实施方案》。
In accordance with the Measures,
WFCMS released the following three draft documents on August 8th,2011:
1. Action Plan for World
Examination (Assessment) for Professional Titles of Doctors of Chinese
Medicine;
2. Action Plan for World
Examination (Assessment) for Professional Titles of Teachers of Chinese
Medicine;
3. Action Plan for World
Examination (Assessment) for Senior Professional Title of Western Doctor

上述三个不同层次文件的配套出台，标志着国际中医药考试，进入了以构建和落实国际中医药人才标准体系，以职称为标识，实施规范测评的全新里程。
The releasing of the three documents symbolizes that
world examination of Chinese medicine enters a brand-new chapter of
establishing and implementing a system of standards on TCM professionals, and of
regulating them by professional titles.
当前，中医药在全球得到了广泛传播与普及。但是，中医药在很多国家尚未取得合法地位，中医药人员理论水平与技术能力的认证体系基本没有建立。中医药技术服务得不到法律保障，服务能力与水平，也得不到权威认证，导致了“鱼龙混杂”。一些假冒的“祖传中医”，严重损害了中医的形象和信誉。
Though Chinese medicine is propagated around the world
at present, it is not legislated
in many countries and the certification system of theoretical levels and technical skills of Chinese medicine professionals is
not yet established. Hence the existence of
claimed inherited Chinese medicine which has strongly damaged the image and reputation of Chinese medicine.
建立国际中医药人才技术标准体系，依据人才技术标准体系，建立国际中医药专业技术职称体系，明确不同职称应具有的专业理论与技术要求，以考试与评审等测评方式，对国际中医药人员进行专业理论与临床技能的认证，是解决上述问题不可跨越的环节。
The establishment of world system of technical
standards for professionals of Chinese
medicine and the following establishment of world system of professional titles of Chinese medicine which
stipulates clearly the required theoretical knowledge and technical skills of different
professional titles and which tests their professional theories and clinical skills by
such methods as examination or assessment is an indispensable step to resolve the
above-mentioned problems.
不同级别的职称，是国际中医药人员业务水平、学术地位的标志，考试与评审，是对国际中医药人员专业理论与临床、教学等能力公正、规范的评估与认证。开展考试（评审）的根本目的，是以学应考，以考促学，不断提高国际中医药专业技术人员的整体素质，推动国际中医药专业技术人才标准体系的落实。
The professional titles of various levels are symbols
for professional skills and academic
position of professionals of Chinese medicine around the world. The examination and assessment are
fair and standard evaluation and certification of their professional theories
and clinical and teaching skills. The fundamental purpose of the examination (assessment) is to
enhance their overall qualifications and to push forward the implementation of
world system of technical standards for professionals of Chinese medicine.
目前，世界中联考试队伍专业化、考试管理规范化、考试结构合理化、考试内容标准化的程度不断提高，参加国际中医、针灸、推拿、药膳、美容等专业各级职称的考试、评审的国家也越来越多。
With ever-more professional exam organization and
standard exam management, WFCMS
is attracting people from more and more countries to attend such exams as Chinese medicine, acupuncture,
tuina, medicated diet, and cosmetology.
通过考试、评审所获得的技术职称，既是国际中医药专业技术人员业务水平、学术地位的标识，也是甄别“假冒中医”的标识，既是提高行业学术界公认度的基础条件，也是净化国际中医药服务市场，赢得社会信誉，争取合法权益的客观依据，得到越来越多国际中医药同道的认同。
The professional title obtained through exams or
assessment is not only marks for their working

The assessment of senior professional titles of western
doctors learning Chinese medicine
and of teachers of Chinese medicine starting recently offers a new platform for people around the world to obtain a senior
professional title.
截止2011年9月，已有美国、英国、法国、韩国、日本、西班牙、巴西、澳大利亚、加拿大、新加坡、新西兰等国家的中医药同道，先后参加了各级各类的考试与评审。
Until September 2011, participants in the exams come from
many countries such as the U.S., U.K.,
France, South Korea, Japan, Spain, Brazil, Australia, Canada, Singapore and New Zealand.
